I was just wondering if Avatar considers Cryogenics a complete halting of any growth or aging that might otherwise occur, a slowed aging process, or would natural aging still occur?

From what I was able to discern, cryogenics is a complete halt of any sort of aging process. Of course, they don't actually specify, so it is open to interpretation. I am of the opinion that, while in cryosleep, the body does not age, so while a character might numerically be 45, they could look, say, 38.
On that note, Staff asks that nobody abuse this particular idea. Prolonged cryogenic exposure is quite likely dangerous, and there is also the chance that someone won't wake up after a thaw...
